In 2015, rumors of ISIS-linked Syrians caused panic. In 2025, Thailand uses AI & prevention. RTP & TAT data.

The 2015 incident, in which four innocent foreigners were mistakenly suspected of terrorism due to a fake letter and photo leak, became a turning point for Thailand's security system. Today, in 2025, the country no longer reacts to rumors — it prevents threats using technology, analytics, and international cooperation.

According to the Tourism Authority of Thailand (TAT), crime against tourists has decreased by 43% compared to 2019. Meanwhile, the number of foreign visitors reached 42.8 million in 2024 — a new all-time high.

What Happened in 2015?

In January 2015, media reported that ten Syrians had allegedly arrived in Thailand on an ISIS mission. Police detained several foreigners whose photos appeared in the leak:

  • Nawfal Hassoun, Mouayad Hayati, Abdul Aziz Arouk — Syrian nationals, tourists with expired visas;
  • Hagop Kassanbian — an Armenian from Lebanon, whose photo was stolen from Facebook for a fake 'ISIS letter'.

The investigation revealed: no link to terrorism whatsoever. It was a case of scam and information warfare aimed at destabilizing the tourism season.

How Has Thailand Improved Security?

After the 2015 incident, a new tourist protection model was created:

1. Artificial Intelligence & Data Analytics

  • AI cameras: detect suspicious behavior at airports, metro, beaches;
  • Risk forecasting: police receive alerts about potentially dangerous zones;
  • Analysis of 1.2 million incidents over 10 years — to identify patterns.

2. Digital Platforms for Tourists

  • Tourist Police TH app: emergency call, translation, scam reporting;
  • QR codes in hotels: access to tourist rights, emergency services;
  • Online registration: foreigners can register stay digitally.

3. Enhanced Presence in Key Areas

  • Tourist Police: 2,800 officers in Bangkok, Pattaya, Phuket, Chiang Mai;
  • Multilingual patrols: English, Russian, Chinese, Arabic speakers;
  • Help desks: 76 points at airports, malls, beaches.

4. International Cooperation

  • Data sharing with Interpol, Europol, ASEANAPOL;
  • Police training under UNODC standards;
  • Joint exercises with Japan, Australia, France.

Outlook 2025–2030

Expected:

  • Launch of Tourist Safety Metaverse for virtual training;
  • Development of autonomous patrol drones on beaches and parks;
  • Introduction of biometric identification for fast document recovery;
  • Global recognition of Thailand’s safety model as one of the world’s best.

"We don’t wait for threats — we prevent them," said Tourist Police Chief Chanatip Sukwijit. "Safety isn’t about fear. It’s about trust."
