In 2025, Russians in Thailand vote online or via limited consular points. CEC & Russian MFA data.

In 2025, the voting system for Russian citizens abroad has fundamentally changed. After the reforms of 2023–2024, physical polling stations are no longer the primary method. Instead, a hybrid model is now used: online voting and a limited number of consular points.

According to the Central Election Commission of the Russian Federation (CEC), in 2024 over 92% of votes from Russians abroad were cast electronically. This system will be used in upcoming elections, including the State Duma elections in 2026.

How Can Russians in Thailand Vote?

As of 2025, two options are available:

1. Online Voting via Gosuslugi (State Services Portal)

  • Requirement: account on Gosuslugi with verified identity;
  • Registration: 2–4 weeks before elections via personal account;
  • Process: login, select candidates, confirm vote via SMS or app code;
  • Security: blockchain recording, encryption, independent audit.

2. In-Person Voting (by prior appointment only)

  • Location: Embassy of the Russian Federation in Bangkok;
  • Address: 78 Sap Road, Surawong, Bangrak, Bangkok;
  • Requirement: pre-registration via consular registry portal;
  • Limitation: only for citizens without internet access or living in remote areas;
  • Closed: Honorary Consulate office in Pattaya — not an official polling station.

Requirements to Participate

To vote, you must:

  • Be registered in the consular registry or sign up in advance;
  • Have a valid foreign passport;
  • Submit a statement to be included in the voter list before the deadline (usually 30 days before elections);
  • Not have a criminal record for serious crimes against the state.

What Happened to Polling Station #5242?

Polling Station #5242, previously operating at the Russian Embassy in Bangkok, was temporarily activated for the 2024 elections, but as of 2025, it functions only upon special order from the CEC.

In-person voting is now the exception, not the rule.

Outlook 2025–2030

Expected:

  • Full transition to digital elections for all citizens abroad;
  • Development of a mobile voting app with biometrics;
  • Integration with digital IDs of other countries for identity verification;
  • International recognition of Russia’s remote electronic voting system as one of the most advanced.

"Voting abroad no longer depends on geography," said Deputy Chair of the CEC Nikolay Bulaev. "The key is being in the registry and having internet access."
