The Pattaya City Administration is advancing a major project to redevelop Jomtien Beach, one of Eastern Thailand’s most popular coastal destinations. Approved by the City Council in 2023, the project aims to restore the ecosystem, upgrade infrastructure, and enhance tourism appeal. The estimated budget is up to 600 million THB (~16.5 million USD), funded through a public-private partnership (PPP) model.
Project Goals
Key objectives:
- Halt beach erosion caused by storms and illegal construction
- Restore the natural sandy shoreline
- Create modern public infrastructure for tourists and residents
- Improve safety and environmental sustainability
Implementation Phases
The project is being rolled out in four phases (2024–2027):
- Phase 1 (2024–2025): Shoreline stabilization using geotextile bags and artificial reefs to reduce wave impact.
- Phase 2 (2025–2026): Beach nourishment — adding 150,000 m³ of clean sand from legal sources.
- Phase 3 (2026): Construction of bike lanes, running tracks, and pedestrian paths along the coast from Dongtan to Na Jomtien.
- Phase 4 (2026–2027): Development of parks, children’s playgrounds, senior zones, and a family water park.
What Will Be Built?
The project will include:
- Jomtien Green Lungs Park — green space with trees, flower beds, and rest areas
- Children’s playground with soft surfacing and shade
- Park for seniors with exercise equipment and benches
- Family water park (small-scale)
- Event pavilion replacing the storm-damaged one
- Lighting, CCTV, toilets, and showers
Work at Yin Yom Beach
The quieter Yin Yom Beach section will become an active recreation zone with:
- Rubber-surfaced running tracks
- Bike lanes and rental stations
- Green pockets and flower beds
- Art installations and viewing decks
Beach Cleanliness & Ecology
The city has strengthened beach cleanliness efforts. Since 2024:
- Increased cleaning staff and waste bins
- Banned single-use plastics on the beach
- Launched the "Clean Jomtien" program with volunteers and NGOs
- Monthly beach clean-up events
Current Status (March 2025)
As of March 2025:
- 1.2 km of shoreline stabilized
- Preparation for sand nourishment underway
- Park and bike lane designs under review
- Funding 65% secured (private + public)
Conclusion
The Jomtien Beach redevelopment is one of Pattaya’s most ambitious environmental and tourism projects. While full completion is expected by 2027, early results are visible: stabilized shores, cleaner beaches, and growing investor interest. The goal is to transform the beach into a green, safe, and inclusive space that remains popular with tourists and locals alike.
