Thailand's health ministry plans to increase health warnings on cigarette packs to 85%. Currently 55% front, 65% back. Updated for 2025.

Thailand’s Ministry of Public Health (MoPH) has renewed its push to strengthen cigarette packaging rules. In 2024–2025, officials are actively advocating for increasing graphic health warnings to 85% of the front panel. However, as of March 2025, this measure has not yet been implemented.

Current Rules (Since 2018)

Thailand already has some of Asia’s strictest tobacco labelling laws:

  • 55% of the front — graphic health warning
  • 65% of the back — text and image
  • Images show damaged lungs, cancerous growths, premature babies
  • Text in Thai: "Smoking Kills", "Smoking Causes Impotence"

These rules were introduced in 2018 and remain unchanged.

Why Increase to 85%?

According to Thai Health Promotion Foundation (ThaiHealth), current warnings have increased public awareness by 40%. Yet smoking rates remain high:

  • 21.4% of Thai adults smoke (2024 data)
  • Among youth 15–24: 32%

The MoPH believes that 85% front warnings will make messages more visible and effective, especially for youth and tourists.

Will New Packs Appear in 2025?

Currently, there is no official decision to implement 85% warnings. The proposal is under review by the National Tobacco Control Committee. If approved, manufacturers would get at least 12 months to adapt packaging.

The claim about a September 23 deadline is unverified. The last label update was in 2018.

Impact on Tourists

Interestingly, the “shock images” have become an unexpected souvenir. Many tourists take photos with packs, and some keep them as cultural artifacts. In 2023, the Tourism Authority of Thailand (TAT) noted rising interest in cigarette packs as part of the travel experience.

However, warnings are mandatory even in airport Duty Free shops.

Global Context

Thailand aims to match global leaders:

  • Canada — 75% warnings
  • Australia — 100% plain packaging
  • Uruguay — 80% front

If Thailand adopts 85%, it will become the regional leader in Asia.

Conclusion

While the 85% warning proposal is a real initiative by Thailand’s health ministry, it is not in effect as of March 2025. Current rules (55% front, 65% back) remain since 2018. Manufacturers are not yet required to change packaging. However, pressure on the tobacco industry is growing, and stricter rules are a matter of time. The goal is to reduce smoking to 15% by 2030 under the national health strategy.
